2 Title: PLATO ON ART AS IMITATION A PHILOSOPHICAL CRITIQUE.pdf
Author: B.S. Nnamdi, PhD.
Abstract: In Book X of the Republic, Plato argues that art of any kind and epic poetry in particular is an imitation (mimesis), and the creator of this imitation, or the artist (Demiurges), is an imitator. As mimesis art is at two steps removed from True reality and therefore necessarily untrue and cannot but have a bad moral effect on the public. According to him, since art imitates physical things, which in turn imitate the Forms, art is always a copy of a copy, and leads us even further from truth and toward illusion. For this reason, as well as because of its power to stir the emotions, art is dangerous. Judging from his ontological and epistemological views of reality and its connotation to art, the fundamental question at this juncture is: why does Plato accord mimesis disparaging and negative role even when he does not condemn art totally? This essay seeks a possible justification of Plato’s theory of art as imitation. In sum, while the paper agrees with Plato on imitative or representational nature of art, it rejects Plato’s pessimistic and reproachful attitude towards arts. Ultimately, the paper maintains that vital role of arts in the society cannot be overemphasized.  Keywords: Plato, Art, Imitation, mimesis, theory of Art. View

Author: Michael T.B., PhD. & Osuji Sixtus Ndubuisi
Abstract: The Nigeria National Petroleum Corporation’s (NNPC) crude oil development operations in Nigeria has over the years impacted on the economic, political and socio-cultural activities of the Nigerian state. This study therefore examines the impact of NNPC on the development of Nigeria from 1970 to 2017 with a view the bringing to lime light the negative and positive impact of NNPC operations in the country. To generate the required data for this study, primary and secondary data collection techniques were applied in the form of oral interviews, consultation of text books, newspaper reports,  journal publications in the oil and gas industry, monograms, and internet resources. The study reveals that the impact of NNPC operations cut-across the environment, economic, political, Human Capital and infrastructural developments in Nigeria. The paper submits that NNPC operations has positively impacted on the lives of average Nigerians in the area of employment generation, Human Capital Development, empowerment programs among others. However, the operations of NNPC from our discussion and findings have shown that the environmental challenges and economic sabotage, exploitation, mismanagement of resources and fraud occasioned by the NNPC activities are quite enormous. The paper therefore recommends a total overhaul, re-organization, deregulation and privatization of NNPC for a better service delivery and sustainable development in Nigeria. 4 Title: HISTORICIZING THE NIGERIA POLICE FORCE EMPHASIS ON WOMEN INCLUSION 1861 – 1955.pdf
Author: Mfon Ekpootu, PhD. & Offor, Anthony Onwuzor
Abstract: The paper examines the evolution of Nigeria Police Force from 1861 when it was a separate police force to 1930 when the various police force were merged to a National Police Force. However, the study points out that a comprehensive Nigeria police force evolved in 1955 with the inclusion of women into the police force which by their recruitment were charged with the responsibilities of sexual cases involving children and women. It is also evident that with reforms in the Nigeria police force, the duties of Women Police were extended to include functions hitherto performed by men. In furtherance, the work highlighted that policing in colonial Nigeria was violent in nature and served the purpose of colonial administrators to suppress oppositions against colonial rule. Liberal feminism as applied explains the need for equality and the views of people in terms of role functions of women police and status recognition of women in the society. In achieving this work, we adopted interdisciplinary approach rooted in historical scholarship. View
5 Title: THE ETHICS OF SUCCESSIVE LEADERSHIP (2 TIMOTHY 22).pdf
Author: Ven. V. O.A. Elleh
Abstract: “Thou therefore, my son be strong in the grace that is in Christ Jesus. And the things that thou have heard of me among many witnesses, the same commit thou to faithful men, who shall be teach others also” (2 Timothy 2:1-2).It is the divine order at creation that in nature and among men every kind propagates its own kind for the purpose of continuity and perpetuation. However, this order needs detailed consideration in relation to leadership for the purpose of effectiveness. This is because if a leader propagates or produces after his kind, his strength and weakness will be produced in those he is leading. Therefore, effective leaders examine their own lives very carefully so as to produce effective leaders after their kind. It is one thing to do something right and it is another to do the right thing. Effective leadership is leadership with succession which is the product of leadership doing the right thing. “And God said, let us make man in our image after our likeness: So, God created man in his own image….” (Gen 1: 26-28). 7 Title: PSYCHO-SOCIAL DETERMINANTS OF JOB STRESS AMONG PUBLIC SCHOOL TEACHERS IN OSUN STATE.pdf
Author: Olonade Zaccheaus Olufunmini, PhD. & Famolu Florence Bosede, PhD.
Abstract: The study examined the Psycho-Social Determinants of Job Stress among teachers in Osun State. This was with a view to determining the contribution of Demographics factors (Age, Gender, work Experience and Salary Grade Level) on employee’s job stress. Relevant literature was reviewed. Primary data were used. Data were collected through a structured questionnaire having scales including personal data. Four-hundred sixty-two respondents randomly selected across the primary and secondary in Osun State were used for the study. These respondents cut across different cadres of employees of Osun State. Four hypotheses were tested and the results revealed that age was significantly and negatively related to job stress [r (436) = -0.144, p<0.01], also there is a significant difference between male and female respondents’ job stress (t=15.612, df 436, p<0.05). The result also indicated that work experience was significantly and positively related to job stress [r (436) = 0.244, p<0.01]. Lastly, it was revealed that salary grade level was negatively related to job stress. It is however not statistically significant [r (436) = -0.075, p>0.01]. The study concluded that Teachers are the catalysts that foster changes in education. They transmit the values of the society to the youths and they are significant in the lives of the students they teach. If they have negative emotional responses, there is every likelihood that not only would they perform ineffectively, they would transfer some of these feelings to the students they teach. This would have negative consequences on education and the desired development in this country. The study therefore recommended that that teachers should be exposed to positive stress management and coping techniques. Both group and individual counselling sessions; seminars and workshops should be organized for teachers to minimize the debilitating effects of occupational stress.  Keywords: Age, Work Experience, Job Stress, Teachers, Osun State. 8 Title: TERRITORIAL WATERS AND THE STATUS OF STRAITS IN INTERNATIONAL RELATIONS THE IRAN-US DISPUTE OVER THE STRAIT OF HORMUZ.pdf
Author: Timothy Ubelejit Nte, PhD.
Abstract: The importance of straits in international relations cannot be over emphasized. The reasons are myriad but especially because of the vital role it plays in international navigation.  This is also the reason why they are very controversial. The extension of the territorial sea from 3 to 12 nautical miles made a lot of straits to fall into what should be territorial waters. The strait of Hormuz is a tight sea passage in the Persian Gulf which separates Iran and Oman. It is a vital chokepoint for maritime transportation because of oil fields in the Persian Gulf area whose products are transported by naval vessels. Attempts by the Iranian authority to control the Strait of Hormuz as part of their territorial waters have been generating tension with marine countries in general and the United States of America in particular. The objectives of the study are to evaluate the links between territorial waters and Straits in international law with specificity to the Iran-US dispute over the Strait of Hormuz. The study is guided by the Sea Power theoretical framework made popular by Alfred Thayer Mahan. The qualitative research methodology was adopted for the study. It consists of content and documentary analysis whereby data was gathered mainly through secondary sources and reviewed. The study concludes that issues surrounding the status of straits are still contentious and recommends a minimal satisfactory balance between the interest of foreign ships that navigate on one hand and welfare of the strait States on the other hand. Author: Abechi, Andrew Alapa, PhD. & Alewo Johnson Akubo, PhD.
Abstract: The thrust of this study is the assessment of the rural infrastructural development effort of Abuja Municipal Area Council of the Federal Capital Territory, FCT. The survey sets out to specifically examine the strategies that are employed by AMAC to bring about rural development and the extent to which AMAC involves the rural dwellers in its rural development activities. Two hundred and twenty questionnaires are distributed to both the staff members of AMAC and the rural settlers in AMAC.  The study finds that AMAC has not fared well in some areas of rural development, especially in areahis is so as the respondents disclosed that many rural communities in AMAC do not have health care and dispensary centres. And the ones that are established in some rural settlements are eyesore and are in rickety state with characteristic lack of qualified medical personnels and medical facilities. Furthermore, the study demonstrates that AMAC administration has inspired rural development in AMAC by providing potable and accessible water to the rural people therein.  The study reveals that the rural people are not given the privilege to participate in the process of development programmes that are meant to benefit them. This explains why many of the projects that government brings to them are not sustainable. The study has been able to reveal that AMAC has not done much to inspire agricultural activities of the rural people. This explains why they are not getting good reward for their agricultural activities. Consequently, this work recommends that AMAC administration should employ more medical staff such as doctors, nurses, laboratory experts to man the hospitals in the rural areas. View

13 Title: THE AGE OF TURBULENCE IN EMOHUA OF IKWERRE RIVERS STATE 1966 TO 1999.pdf
Author: Chidi Amadi, PhD.
Abstract: The work examines communal conflicts among the Emohua of Ikwerre, Rivers State from 1966 to 1999. It argues that most conflicts in the area were rooted in farmland disputes, party politics, chieftaincy struggles, and Nigerian Civil War. However, none has specifically gained scholarly attention as to finding sustainable solutions to the conflicts. The study tried to fill this gap in scholarship by revealing the indigenous methods of conflict resolution in Emohua of Ikwerre which were used by Ohna Rundele at the eli udele shrine in conjunction with the gods. The study also explored the methods adopted by the Strategic Committee on Peace in Emohua (SCOPE) in the farmland crisis and chieftaincy struggles which can be used to foster peace and unity in contemporary times. The study recommended the use of Ikwerre indigenous methods of conflict resolution, the sharing of farmland to individuals rather than through the family heads. 15 Title: THE STORY OF OLOIBIRI IN THE ECONOMIC HISTORY OF NIGERIA.pdf
Author: Ogbari C.C. Ama – Ogbari, PhD.
Abstract: The story of Oloibiri in the economic history of Nigeria, is like the story of any other host communities to oil prospecting companies in the Niger Delta; But the case of Oloibiri is very worrisome because it is the cradle of oil exploitation in Niger Delta region and indeed in Nigeria. Oloibiri, situated in the northern fringe of the Niger Delta region of Nigeria is in Ogbia Local Government Area of Bayelsa State. Its story goes back to 1956 when crude oil was discovered. The joy, and drumbeats of celebration soon faded away, entrenching sadness, deprivation, economic woes, neglect, pains, sorry and death. After thirteen years of massive oil exploitation in Oloibiri, the area was abandoned, the natural habitat destroyed due to oil pollution, aquatic live made impotent, stunted growth in vegetal resources and a general excruciating impoverishment became noticeable. The effort by government, the oil companies and other interventionist companies were not good enough to salvage the deplorable situation of Oloibiri. This effort is therefore geared towards telling the story of Oloibiri from its settlement history through the “thick and thin” of adventurism and exploitation of crude oil in the area to its abandonment in the wake of the expiration of the oil in the region, after thirteen years. Field trip, personal collection, oral history methods and secondary sources were of immense value source materials for this discourse. View
16 Title: GLOBALIZATION AND ITS VICTIMS.pdf
Author: Taylor Tamunosaki
Abstract: This work is committed to challenge the conventional wisdom that globalization is a positive sum game in which all the "players" benefit as against a "Zero-sum game". On the contrary the work asserts that globalization is a master of disaster for the perpetuation of Third World poor countries, nay Africas dependence and underdevelopment. Using the Marxian political economy framework of analysis, the paper discovered victors and victims in the globalization game. The victors are those nations that are characterized by diversified export -oriented economies, path-breaking innovations in information and communications technology and well developed infrastructure-physical and social. On the other side, the losers or victims are those countries dependent on the export of a narrow range of raw material (primary products), weak scientific and technological base and poor or non-existent physical and social infrastructure. While the North America and Western Europe countries fall within the first categories, the Third World countries of Africa, Asia and South America fall within the second category. However the study finds Africa as the worst victim of globalization. The study discovers that, the structural imbalance (a major feature of Africas relations with the West) a debt overhang, failed or non- existent infrastructure (made possible by official corruption), the unhealthy market policies of Breton Woods institutions, its position in the "digital divide", non-conducive investment environment, lack of economic integration, technological backwardness and lack of innovation, which have become the main characteristics of Africa in her relations with the developed world, are not as it were, good kits of the globalization game. Resultantly, we see Africa as been methodologically programmed to lose out in the globalization game. This paper does not see the solution in delinking from globalization as this may not be realizable. The way forward it recommends; is a technology driven economy and, Africas governments commitment to enormous resources into social and physical infrastructures that will promote investment, diversify export and encourage genuine economic integration in the Africa continent. These in addition to boosting the volume of trade in Africa, will also confer them leverage in trade negotiations. To achieve these, the paper also recommends that African governments should first of all use their sovereignty to capture the economic rents of the natural resource export economy from the foreign transnational corporations and invest same in other sectors. This we believe will bring a forward and backward linkage effect to the economy and allow for diversification which will boost industrial output and industrial capital. Author: Onyeche, Chinwedu, Nse –Abasi Edighienyong Edet & Stephen Hollman Ibatere
Abstract: The study centered on the roles of Nigerian private universities of 21st century: A revisit of the issues and challenges. The main of the discourse is to examine if the private universities has brought back quality education in Nigeria as they proclaim. The study was sparked by the common observation that private universities are yet to salvage our educational system, upon the fact that our public universities are suffering from insufficient budgetary allocation, incessant labour unrest, poor lecturer’s motivation, outdated academic materials, dilapidated infrastructures, among others.  The paper presents historical perceptive of university education in Nigeria. Since there is no university system without its challenges, some of the challenges are highlighted. The methodology used in this paper is mainly the analysis of secondary data from, literatures, documentaries, local and international publications (learned journals). The study contends that private universities in Nigeria have failed to contribute immensely to national development through pursuing quality education in Nigeria. The paper recommends among others that: Cutting-edge researches should be conducted at all times by lectures to understand the changing nature of the society. The findings of the researchers should be used to review the existing policies to bring out new ones that will meet needs of the moment. Government should therefore give listening ears to these researchers and purposively harness the contents of the research findings for the good of the Nigerian nation. Author: Osuji Sabina Chiaka
Abstract: Infrastructure is seen as including those social services derived from a set of public works traditionally provided by the public sector, to enhance private sector production and to allow for household consumption. This includes services like roads, sanitation, hospitals, schools, electricity, water supply etc. Human settlements are referred as human ecology especially when they are concerned with relationships between human populations and their physical environment in urban and rural areas. The shortage of decent and comfortable accommodation in urban area is one of the greatest problems confronting urban dwellers especially in the low-income neighbourhoods. This paper aims at examining urban infrastructural development and human settlement, challenges and how they will be improved in Owerri City. Data for the study were both from primary and secondary sources mainly oral sources from personal interviews, direct observation, official records and private papers. The paper builds literature review to access and review the urban infrastructural development and human settlement in Owerri City. The result revealed the factors militating against the effective service delivery of the urban infrastructure development and human settlement as high cost of providing and maintaining urban infrastructure, poor management and maintenance policy, high cost of housing development etc. Suggestions were then made for improvement. 21 Title: MEETING THE LEARNING NEEDS OF THE 21ST CENTURY LEARNER IMPLICATION FOR HUMANIZATION OF THE CLASSROOM.pdf
Author: Eunice C. Victor- Ishikakau, PhD.
Abstract: Humanizing the classroom is a concept that has its bases on the constructivist theory of learning. The theory believes that learning takes place when the learner constructs knowledge and meaning through having a personal experience from the learning environment. For the learner to learn through interaction with the learning environment, it will require creating an enabling learning environment. An enabling learning environment is that which facilitates learning; creating a conducive atmosphere for learning; eliminating distractions as much as possible, inspiring in the learner a critical and logical mind, and the ability to solve problems. This is where humanization of the classroom comes in. The concept of humanization of the teaching learning process is about creating a learner-centred learning environment such that the learner can take responsibility for their learning and are able to apply such in novel situations to meet life challenges. The 21st century is an era that is replant with changes and challenges, surviving in it and competing favourably demands acquiring the learning needs; resilient abilities, skill and knowledge that it deserves. Humanizing the classroom to meet the learning need of the 21st century learner will therefore require; adequate provision of the 21st century compliant learning facilities and resources, following the teacher- learner ratio as stipulated in the National Policy on Education, regular workshops, conferences and seminars to be organized to sensitize teachers and other education providers on the importance of humanizing the classroom, and teachers having a healthy working relationship with the learners amongst others. Author: Bandu King, PhD.
Abstract: A socio-economic inequality in the use of healthcare services in Ghana is investigated in this paper. The data employed in the study were drawn from Global Ageing and Adult Health survey conducted in Ghana by SAGE and was based on the design for the World Health Survey in 2003. Using binary logistic model in R, the study found that education, insurance, employment, income, and health state are important gradients to health care use in Ghana. Thus, Ghanaians who are self-employed and those in the informal sector are respectively far more likely to make use of healthcare as opposed to those in the public sector. Again, respondents who have no insurance coverage are relatively far more likely to make good use of healthcare services as against those who have. Also, Ghanaians who are in very good health are literally far less enthused to utilize healthcare as against their other colleagues. Keywords: Healthcare, Binary Logit, Enabling factors, Ghana. View

Author: Etorobong Godwin Akpan
Abstract: This paper is a study of the formalist contributions to the foundations of mathematics. The objective of the essay is to critically appraise the submissions of the formalist on what constitutes the foundations of mathematical propositions. The method adopted for this purpose is content analysis, which involves the study and evaluation of texts of formalist philosophies of mathematics. The study involved an analysis of the works of four key formalists, namely Hein, Thomae, Hilbert, and Curry. The early formalists, namely Hein and Thomae, did not produce formidable theoretical analysis. Hence, the study did not dwell much on their contributions. It was the theoretical submissions of Hilbert and Curry that formed the bulk of the analysis because of their depth and contemporary relevance. Although the theses of Hilbert and Curry were found to be a product of the scepticism of the object and a subsequent fallacy of ontological convenience, their contributions to the development of meta-mathematics and consequently modern mathematical logic were well noted.
