2 Title: REVOLUTIONARY AESTHETICS FEMI OSOFISAN’S DRAMA AND THE QUEST FOR SOCIAL CHANGE.pdf
Author: Godfrey N. Ogbonna
Abstract: The poor performance of Nigerian leaders in governance soon after independence dashed the hopes and expectations of the masses. The occurrence of the civil war and the emergence of the oil boom almost simultaneously did not help matters because both events widened the gap between the rich and the poor. Part of the consequences of the above developments was the materialization of revolutionary writing in Nigeria. Revolutionary drama, for instance, has done much to awaken the consciousness of the masses. It has imbued them with critical thinking by making them skeptical and active participants in determining the issues concerning them. Consequently, they are able to ask questions on matters concerning them. Femi Osofisan is a dramatist who practises revolutionary aesthetics in his art. His plays encapsulate the abysmal performance of the leaders on one side and the need for the masses to strive to actualize social change on the other. In this paper the pathetic Nigerian situation his been identified using select plays of Osofisan. The researcher recommends a change of attitude of the Nigerian leader; he should refocus himself and be conscious of the feelings and expectations of the people he represents in leadership and governance. Key Terms: Nigeria leaders in governance, oil boom, revolutionary writing, revolutionary drama, revolutionary aesthetics, Social change etc. View

Author: Obi Success Esomchi & S.S. Avidime, PhD.
Abstract: The issue of indigene and settler rivalry has remained for many decades the principles sources of intractable intra/inters communal violent conflicts in Nigeria. This issue of indigene and settler conflict has been posing a lot of danger to the cooperate existence of the Nigeria state. Many communities have been destroyed, case of colossal loss of lives and properties have been recorded and millions of internally displaced person has been vulnerable to abuses, hunger, infection, epidemics and other related consequences. The objective of this research work is to examine the root causes of indigene-settler conflict and the challenges of national integration in Nigeria with reference to the Lokoja metropolis. The study employs the survey design method using questionnaire to gather data for the study. Primary and secondary sources of data were used and data were analyzed using statistical package for social sciences (SPSS version 23), which was presented in frequency table and percentage. The Taro Yamane arithmetic formula was employed to determine the sample size of respondents under study, which were one hundred (100).  The study findings revealed that indigene and settler phenomenon has not generated into open armed conflict between the indigene and the settler. The finding also revealed that political position is the major bone of contention between the settlers and the indigene. The study therefore, recommended that though the incidents in Lokoja metropolis may not have yet degenerated into open armed conflict, there is need to take substantive measures so as to prevent future escalation of the conflict. 4 Title: CHIEFTAINCY AND CULT CLASHES IN IBAA OF IKWERRE RIVERS STATE FROM 1976-2008.pdf
Author: Amadi Chidi
Abstract: The work examined chieftaincy crises and cult clashes in Ibaa of Rivers State from 1976-2008. There has been several conflicts arising from chieftaincy and cult related crises in most communities of Ikwerre. However, the Ibaa community of Ikwerre has gained no scholarly attention. It is on this premise that the study fills the gap in Ikwerre history. The work argued that chieftaincy crises in Ibaa led to the rise of armed cult groups such as the iceland, dewell and degbam in the community. Each of the cult groups lay their support to any contending chiefs of their choice in order to establish their supremacy. The study observed that in an attempt to proclaim a paramount ruler, there were battles of supremacy among the cult groups. Chieftaincy and cult crises led to killings, maiming and destruction of properties. Many Ibaa indigenes fled to other communities of Isiokpo, Rumuji, Emohua, Omagwa, Ndele and Port Harcourt as refugees. The study recommends that Ibaa community should create a permanent royal family whose duty should include effective governance, the provision of employment for the youths and the establishment of community police. This will help the youth to shun cultism while engaging themselves meaningfully. Keywords: Cultism, Chieftaincy, Employment. View
5 Title: INCENTIVIZING VIOLENT BEHAVIOURS IN THE NIGER DELTA REGION THE COMMODIFICATION HYPOTHESIS.pdf
Author: Raimi Lasisi & Boroh Stanley Ebitare
Abstract: The Niger Delta represents a strategic economic interest for oil companies, Nigeria and the World. However, widespread violence mostly involving able-bodied youths continue to act as disincentives for business operations and deficit in governments’ revenue. What seemed to have calmed with the Amnesty Programme is now more viciously felt as new militia groups continue to wreak havoc on the installations of International Oil Corporations (IOCs) in the region with significant loss of lives, properties and adverse impacts on the environment. While all these violent behaviours pose social risks to business and society, they nevertheless have a history in the manner with which the government/society create enabling conditions that incentivize and reinforce violence instead of peaceful behaviours. The paper examines how government/society incentivizes violent behaviours through deliberate actions that commodify violence and how this undermines the collective capacity for peaceful behaviours in the Niger Delta and Nigeria in general. The paper relies on a content analysis of extant literature on violent conflicts and governments’ response to such behaviours pointing out how this response reinforces rather than mitigate violence. It submits that governments’ reaction to violent conflict has created a cycle of violence scenario where violent behaviour is recycled and given a commodity status that youths are in a rush to sell. As a result, the paper calls for a significant shift in how the Nigerian government addresses youth related insurgencies, by focusing on policies and actions that incentivize peaceful behaviours as a way of de-emphasizing violent behaviours in the Niger Delta region. Keywords: Incentivizing violent behaviour, commodification hypothesis, cycle of violence, Niger Delta region. View
6 Title: VOTER INDUCEMENT TECHNIQUES AND ELECTORAL POLITICS IN AFRICA A REVIEW OF NIGERIA’S 2015 GENERAL ELECTIONS.pdf
Author: Omodunbi Olumide O., Ige Richard A. & Olawole Oluwadamilare S.
Abstract: Historically, elections represent way by which the masses choose those that represent them in political office. However, a review of the general elections conducted in Nigeria in 2015 showed that the political elites identified themselves with the poor by going to the local markets to shop, eating at local restaurants, patronizing road side sellers, using public system of transportation, wearing the local school uniform and so on. All in a bid to attract love from the poor masses and induce the electorates for their political party on Election Day. This paper seeks to investigate the rising trend of voter inducement and how this has continued to widen the gap of poverty and inequality in Africa. Using the historical and analytical approach, Findings indicated that unlike what is obtainable in developed democracies, the Nigerian experience shows that in the 2015 general elections, the political elites clearly used the poor masses as way of getting to power as electioneering campaign lacked serious policy issues but was based on the personality of the candidates and how he/she has been able to cajole the poor masses into believing their electoral promises. This paper concluded that election campaign should be issue based and that the poor masses should be wise enough to look beyond the scheming and plotting of the political elites. Author: Nwinadum G. Phd., & Celestine P. PhD.
Abstract: The problems of fake drug proliferation in Nigeria have affected the credibility of the Healthcare system and can exert very harmful effects on the consumer resulting to illness, disability and even death and anyone can be a victim. Some of the incidences have resulted in death even among children because most times the consumers do not know the quality of what they are buying or taking. This makes it imperative that there is need to intensify effort in fake drug eradication. National Agency for Food and Drug Administration and Control (NAFDAC) is the government agency in Nigeria that is fully empowered to regulate arid control the importation, exportation, manufacture, advertisement, distribution, sale and use of drugs in order to ensure that safe arid quality drugs are available to the public. Author: Ogege, Samuel Omadjohwoefe, PhD.
Abstract: The paper examines the contradictions of democratic governance and its implications for sustainable development in the Niger Delta. With the enthronement of democracy, the host communities expected a new dawn in their lives as their representatives will spread the dividends of democracy in form of sustainable development to their communities. On the contrary, environmental degradation, widespread poverty and youth restiveness have actually become the only recognizable dividend of democracy of the Niger Delta. The social malaise in the region is partly traceable to corrupt and fraudulent electioneering processes which impose corrupt the political misfits on the electorates. The paper argues that not until democratic values of accountability transparency and responsiveness are imbibed, no amount of funding will usher in sustainable development in the Niger Delta region of Nigeria. 11 Title: ASSESSING THE UBE PROGRAMME AND THE COUNTERPART FUNDING ARRANGEMENT.pdf
Author: Agabi, Chinyere Onyemaechi & Iheme Chidinma Patience
Abstract: The Universal Basic Education (UBE) was planned as a free education programme designed to provide quality education for Nigerian children basically to reduce the level of illiteracy in the country and to improve on the prospects of Nigerian youth for self-employment and higher education. However the observable decline in the quality of education provided in basic schools and the visible short fall in the provision of basic school infrastructures and learning resources point to insufficiency in the funding of the programme. To avert this problem, the financial plan for UBE is based on a counterpart funding arrangement between the federal and state governments. In recent years, most state governments have shown inability in meeting their own part of the financial arrangement with the consequence that they cannot access the basic education fund that is managed by the UBE commission  hence the drop in the quality of basic education. This paper assessed the UBE programme with the purpose of highlighting the financial challenges and the consequence of inadequate funding. It concluded that education is a necessary investment by society for its own preservation and improvement, even when it is provided as a social service. The expected benefits will not be achieved if it is not adequately supported with the required level of funding. It therefore suggested that the counterpart funding ratio between state and federal government be modified from 50:50 to 40:60 so that more states can access the Universal Basic Education Commission fund. Author: Jack , Jackson T.C.B, Paul Eke & Kinakanwo Anele
Abstract: The study examined the relationship between livelihood skills acquisition and household income levels in the Niger Delta region. Utilizing both quantitative and qualitative approaches, the study was conducted in 6 oil producing communities in Bayelsa, Rivers and Delta states, where 610 respondents were administered copies of the questionnaire and 72 respondents who participated in interviews and focus group discussions. Findings from the study indicates that opportunities for livelihood trainings are scanty in the study area as only a handful of the respondents have benefited from skill acquisition training. More so, trainings for farmers, fishermen, entrepreneurial and vocational skills are the prevalent livelihood skill acquisition programmes reported in the study area, while community-based organizations, multinational oil companies, government, religious organizations and non-governmental organizations were identified as the major providers of skills training in the study area. The test of hypothesis produced a non-significant relationship between participation in livelihood skills training and household income levels. The study concluded that access to skills training in itself do not translate to improvement in the income level of households as factors such as absence of starter packs, nature and duration of trainings, financial incapacitation and general infrastructural backwardness in communities constrains the utilization of acquired skills into profitable venture. Author: Okujagu, Adokiye Adolphus PhD.
Abstract: Play is a major occupation of childhood in which children derive much fun and excitement.  Through play activities, children are motivated to learn, and they are also offered opportunities to put into practice and apply the skills learnt in course of playing. Children could play with each other, one another or even with objects. In each case, they derive as much satisfaction as possible, and as a result of this, it has been severally suggested that child educators and teachers should adopt the play way method to teach children.  This method takes advantage of the play characteristic inherent at childhood to provide the broad based motivation required for effective teaching and learning. The imperatives of play in the overall development of children cannot be over-emphasized. Play enhances the development of cognitive and social skills which lays the foundation for learning concepts that are more complex as children transit to adulthood.  It also enhances children strong and healthy growth as well as enabling them learns about the meaning of things in their environment. With play children learn and grow in ways that make them feel good about themselves, and it also helps set the pace for their adult life.  It is against the background of all these that this presentation reviewed the concept of play and its kinds, discussed the theories of play and the place of play in children’s holistic development, and examined the roles of early childhood educators and teachers in using play for the holistic development of children.  The presentation recommended appropriate and adequate capacity building for early childhood teachers in the use of playway and play-related instructional strategies, and development/review and effective implementation of play-based curriculum, among others. Author: Ogbari C.C. Ama -Ogbari, PhD.
Abstract: One fundamental objective of Historical scholarship is to chronicle the past in man’s progress in the society with regard to his development in all facets of life. It is an undeniable fact that there is an “unbiblical cord” relationship between the past and the present. It is in the light of these indices that this paper examine Yenagoa and its stage-by-stage strides from a rural and remote settlement in the Northern fringe of Nigeria’s Niger Delta to a bustling Urban centre and now ‘housing’ the capital of Bayelsa State since 1996. It is an historical exposition of an urban centre that travelled through the “thick and thin” from a deep and remote past to the present. The investigation of its settlement, growth and development from about the 16th century to the 20th century is the essence of this paper. View
