1 Title: IMPACT OF VALUE CHAIN DEVELOPMENT PROGRAMME ON CASSAVA PRODUCTIVITY IN OGUN STATE IN 2017.pdf

Abstract: Ogun is one of the 6 states participating in the Value Chain Development Programmed (VCDP) implemented by the International Fund for Agricultural Development (IFAD) and the Federal Government of Nigeria (FGN) for 6 years in 6 participating states of Anambra, Benue, Ebonyi, Niger, Ogun and Taraba. In spite of the efforts taken by the governments (Ogun state and Federal) to improve the productivity of cassava in the state, there was no empirical study carried out to assess the impact of the intervention in 2017. The main objective of this study was to determine the Average Treatment Effect (ATE) due to the IFAD-VCDP intervention on the mean cassava yield of participating and non-participating farmers in Ogun state. The study collected primary data from a cross section of farms under the VCDP intervention in 2017 in Ogun state using a stratified sampling design hinged on quasi experimental design of the programmer. The sample size was 47 farm households. Field work was achieved using multi-visit interview techniques with the farmers and actual measurements on the farmers’ plots. The study applied (i) independent samples T-Test with equal variances (ii) the dummy variable regression technique and (iii) Propensity Score Matching (PSM) to estimate the Average Treatment Effect (ATE) as a measure of the impact of VCDP intervention on the yield of cassava in the state. The t-test and dummy variable technique yielded the same results. The t-test and dummy variable technique independently indicated that the VCDP had positive impact on the beneficiaries and estimated the ATE at 16.9 Mt/Ha. The PSM also indicated that the VCDP had positive impact on the beneficiaries and estimated the ATE at 15.1 Mt/Ha. This ATE value is about 90 % of the 16.9 Mt/ha which was obtained from t-test and dummy variable regression analysis. On the assumption that the PSM estimate is more reliable, then the t-test and dummy variable regression analysis overestimated the true ATE by 10 percent. It was recommended that efforts should be geared at stimulating youths to take up cassava production as a means of livelihood and the VCDP should disseminate production strategies that would attract youths into cassava production in Ogun state. Under the conditions of quasi experimental design, the independent samples t-test with equal variances and the dummy variable regression technique could be used to determine the average treatment effect (impact) of cassava productivity improvement intervention. Abstract: The purpose of this paper is to attempt a critical appraisal of the pace, practice, pattern, priorities, problems and prospects of Nigeria’s democracy. While it remains true that Nigeria is governed by democratically elected leaders at the federal and state levels, Nigeria as a country is yet to institutionalize democracy after a century of existence as a political entity. The paper discusses some of the impediments to the institutionalization of democracy in Nigeria after more than half a century of political independence. The paper argues that the pivot around which most of the factors listed revolve is corruption which has virtually become a way of life in Nigeria. The paper however contends that notwithstanding the problem, the prospect of a politically stable and democratically viable nation is marked by people’s eagerness to participate in the electoral process. Abstract: Every society is closely and inextricably linked to the natural environment that supports its members. The productive as well as social activities of its inhabitants are consequently shaped to a significant degree, by the available natural resources that characterized the environment. In as much as the environment offers them various opportunities to choose from, they also make frantic efforts to regulate the environment in such a way that the resources therein can sustain the present and future generations. The internally regulated environment is not alien to the Niger Delta people. As part of their traditional practice, they make various rules that regulate how the resources should he exploited and even venerate the environment. Thus they exploited their resources in line with the dictates of existential requirements. These traditional practices suddenly underwent alterations with the penetration of European merchants for petroleum resources in the Niger Delta region. With the aid of their Nigerian collaborators, the Niger Delta environment became subjected to external regulations. A scenario that gave way to ordinate and reckless exploitation at a pace that the inhabitants find difficult to grapple with. Abstract: The increase demand in educational accountability and comparability of students’ test scores that gave rise as a result of standardized testing has placed a grater premium on emphasis on students standardized test scores and generated stressful challenges for students and teachers in all educational institutions in Nigeria. This article explores different points of view or opinions from teachers, evaluators/researchers, parents, and students on the positive and negative influence of standardized testing on students and teachers. The paper recommends that the test should be modify to suit the various classes of learners; taking into consideration; the school location, certain environmental, psychological and social factors since all the students do not dwell in the same environment, and do not subscribe to the same learning environment.  Individual schools or educational zones should be allowed to develop and standardized their tests in line with the national objectives of learning and the needs of the society. Abstract: This article examines Nigeria – South Africa relations with emphasis on political, trade and economic engagement. It investigates the consistencies and changing patterns in Nigeria and South Africa relations that are partly linked to the failure of Nigeria to diversify its economy and South Africans unwillingness to provide enabling environment for Nigerians in its domain. It argues that Nigeria and South Africa have de-prioritized the key objectives of leading economic growth and economic development in Africa, and resorted to competitive pursuit of regional hegemonic status. This article emphasizes increased cooperation between the leading regional powers and pursuit of bi-relations on the bases of autonomous state structure rather than the personalities of the governing elite. The work relies on secondary sources of data such as journal articles, newspaper and policy briefs to discuss aspects of Nigeria- South Africa relations. It concludes that Nigeria and South Africa should shift from competitive relations to cordial relations with the view to leading the envisaged economic growth, economic development and political renewal in Africa. Abstract: Okoroma, regarded as the melting point of Ogbia and Nembe Cultures has carved a distinctive nature for itself. The history of Okoroma as a region and people in Bayelsa state of Nigeria dates back to about the 13th century or perhaps even before. The origin of the migratory and settlement history has been credited to Ogbia, which homeland is located at the middle belt region of Nigeria. The Sojourn of Ogbia and Okoroma into the Niger Delta region was interlaced with contacts with different groups which helped to fine-tuned their cultural heritage. Decades after their settlement, waves of migrants from neighbouring communities poured into this region, enlarging its demographic and cultural outlook. Contemporary Okoroma is therefore an amalgam of groups of people that migrated and settled in this region at different time of their history. Okoroma therefore possess the genetic flavor and enculturation of Ogbia as well as the sociological appearance of Nembe and other contemporary migrants into this region. Relationships between workers and management are now multifaceted and convoluted. This new set-up has given rise to a complex, indirect, and impersonal industrial relations thus, requiring concerted and well-guided action plan to resolve conflict that emanate between workers and management as well as create efficient service delivery in the workplace. This paper relied on secondary sources of data collection which consist of already published books and journal articles and internet. The paper contends that, collective bargaining is a strategic tool in resolving conflict in terms of wages, rates, employment conditions etc., that emanates between workers and management and when the conflict is negotiated collectively and efficiently, it generally leads to industrial harmony and efficient service delivery in workplace. The paper recommends among others that, efficient service delivery is achieved in an atmosphere of co-operation and collaboration. Abstract: The study investigated the attitude of special need students towards learning of science subjects in Port Harcourt metropolis in Rivers State: Implication for counseling. Three hypotheses were formulated to guide the study. The study adopted descriptive survey design method. The population of the study comprised all students with special needs in special schools in Port Harcourt metropolis. The sample of the study consisted of 300 students with special needs, a self-structured questionnaire was drawn by researcher titled “Attitude of special needs students towards learning of science subject scale (ASNSTLSS)” was used for data collection. The hypotheses were tested using chi-square at 0.05 level of significance. The results of the study are as follows: majority of the students with special needs in Port Harcourt Metropolis have positive attitude towards the learning of science subject, attitude of students with special needs in Port Harcourt Metropolis does not significantly differ based on their age, attitude of students with special needs in Port Harcourt Metropolis does not significantly differ based on their gender, attitude of students with special needs in Port Harcourt Metropolis does not significantly differ based on their socio- economic status respectively. Abstract: The study appraised the impact of fuel subsidy removal on the performance of small scale businesses in the fourth Republic, using five purposively selected pure water processing factories in Anyigba, Kogi state, Nigeria. The broad objective was to ascertain the relationship between the fuel subsidy removal and the performance of the selected water factories in the study area. The study employed primary data sourced through well-structured questionnaires as the data collection procedure and technique. The questionnaires were administered to 168 personnel of the factories. Descriptive statistical technique tools such as frequency table and cumulative percentages were used to present and analyze the data, while the Chi-Square technique was employed to test for the hypothesis. The result revealed that the fuel subsidy removal has significant impacts on the performance of the water factories, and based on these findings, it is concluded that fuel subsidy removal policy of the government has a significantly negative impact on small scale businesses in Anyigba, Kogi State. The study thus recommended among others, that the Federal Government should ensure that the Subsidy Reinvestment Programmed (SURE- P) meet the targeted small scale business owners. Abstract: The operation of Multinational Corporation in West Africa pre- dates the independence of colonized territories in Africa. The arrival of the colonial masters in Africa, notably in the middle of the 19th century was soon followed by the arrival of the multinational firms in the African continent. However, at independent, the MNCs opted to remain in the region in continuation of their operations which cut across oil exploration, trading, banking, manufacturing, shipping, mining, and so on. Analysts are of the opinion that the existence of the MNCs in the ECOWAS sub- region failed to be of help to the region, especially in the area of economic promotion, and integration, factors which underline the need for this study. In the course of this study, it was observed that the MNCs in West Africa contributed virtually nothing to the development and progress of the region’s economic integration. As it later turned out, the task was left in the court of the West African leaders to achieve the desired autonomous and sustainable development. Rather, the MNCs contended themselves with being the chief instruments of Western imperialism which subsequently manifested itself in the form of neo-colonialism. However, sub regional MNCs native to the region such as GLOBACON, MTN, First Bank, recently emerged catalyst for development to hasten economic integration in the ECOWAS sub-region. Some recommendations were, however, made to encourage the MNCs to tow a new line towards the promotion of the sub-regional integration. Abstract: Labour turnover is one of the forms of industrial conflict that affects firms. It has become a perennial problem for banks in Nigeria. This paper explained in details, the rates, types, causes and impacts of labour turnover in Nigerian banks. Fredrick Herberg’s two factor theory was applied in further explanation of labour turnover in Nigerian banks. Recommendations were made on a fair and equitable pay system, introduction of flexible work schedule and rest periods, and appropriate policies to enhance workers welfare in the areas of working hours, target setting, workload, and job security, exit interview was further recommended for all bank managers, to enable them ascertain the reasons why workers leave. Abstract: This paper looked at fiscal accountability as answering and reporting on the utilization of funds under one’s custody. Funds are lubricants to educational system. It can either hinder or promote the smooth running of the school through its influence on the availability of other education resources. This paper therefore defines the concept of educational resource management as the efficient and effective deployment and allocation of education resources when and where they are needed; all of which can be done with the help of funds. The sources of education fund, concept of fiscal accountability, school budget, accounting, auditing and the relationship between fiscal accountability and educational resource management were also discussed. The paper concludes that development cannot thrive in corruption. Similarly, so also accountability, transparency, integrity and good governance cannot thrive in a corrupt environment. In the education sector corruption thrives because offenders are not being severely punished. It is therefore imperative for government and all education stakeholders to brace up and begin to see fiscal accountability and effective resource management as panacea to the fallen standard of education in our great country. School administrators and all in charge of funds allocated to education should begin to see themselves as servants of the people and not lords over the citizens. They must change their orientation, attitude and thinking from negative to positive. They should have the courage to serve the people with integrity, honesty and discipline. When all these qualities are present in the level of for fiscal accountability and prudent management of resources will be greatly improved. Abstract: The study investigated the relationship between parenting styles and career choice of in-school adolescents with hearing impairment in south-south, Nigeria. The descriptive survey research design of correlational type was adopted for this study. The population for this study comprised all adolescents with hearing impairment in the selected public senior secondary schools in six states in south-south, Nigeria. These young individuals in the schools, age ranged 10 and 19 years, experience between mild to moderate hearing loss whose condition plays a negative role in their choice of profession or vocation.   The sample for the study comprised ninety-five (95) adolescents with hearing impairment who were drawn from six secondary schools in south-south. The researcher adopted multi-stage sampling technique to select the schools for the study. This study utilized two instruments for the collection of data. They are Career choice factors of High School Students by Michael Borchert (2002) and Parenting style scale. Multiple regression and Pearson product correlation were used for data analysis at 0.05 level of significance. The results of the study were that; all the independent variables taken together yielded a coefficient of multiple regression R = .797 and R2 = .636; there is significant positive relationship between responsive parenting style and career choice; there is significant positive relationship between autonomy-granting parenting style and career choice; the relationship between demanding parenting style and career choice is not significant. Based on the findings of the study three recommendations were made among which is that special educators should use their initiative, intuitiveness and creativity to sensitize adolescents with hearing impairment in choosing the right career, among others. Abstract: This study empirically examined the relationship between After-Sales Services and Customer Retention of Electronics Outlets in Port Harcourt. In the face of the attendant keen competition among electronics outlets in Port Harcourt, there appear instability and downturn in the electronics industry that has lead most electronic outlets struggling to stay afloat or wounding up owing to the prevalent uncertainties in the Nigeria business environment. Drawing on the theory of reasoned action, two research questions and four hypotheses were proposed. A population of 165 electronic outlets was studied. The various analyses were statistically tested using Spearman Rank Order Correlation Coefficient (SPSS Version 20.0). Our research findings revealed highly significant positive relationship between the predictor and criterion variables. The study therefore concluded that there is a strong relationship between after-sales service and customer retention of electronic firms in Port Harcourt. Recommendation provided that the management of these electronics outlets in Port Harcourt to adopt active and excellent strategies of after-sales service that will help them enhance the expected satisfaction of consumers and thus increase customer retention. Abstract: The concept of market oriented culture is becoming increasingly important to the study and practice of management. It is the central concept of marketing which has become relevant in the field of management and it is recognized as significant for the success of organizations. Despite the great and growing interest in this marketing concept, research on how organizations become more market oriented is surprisingly limited. The study therefore was conducted to assess the internal challenges affecting the adoption and sustainability of a market oriented culture in the telecoms industry using McKinsey 7S framework. The study is basically exploratory and descriptive. Questionnaire was used to collect the data and convenience sampling technique was employed to select the respondents for the study. The findings indicate that the staff of telecom companies have greater knowledge on customer-oriented market, alertness to competitive situations and focus on profit as against turnover. There was however little knowledge on cooperation between functional groups and responsiveness to change as features of market oriented culture. Secondly, niching emerged as the most common marketing strategy adopted. Thirdly, the organizational structure of telecom companies was primarily tall, centralized and bureaucratic. Finally, autocratic leadership style appeared as the dominant leadership style of telecom companies. Therefore, the study recommends that telecom companies should consider McKinsey 7S framework as an important aspect of enhancing a market oriented culture in the industry. Abstract: This phenomenological study examined the menace of human trafficking from the perspective of trafficked victims in Imo state. It explored recent trends in human trafficking in Imo state and documents the lived experiences of trafficked victims.  The study was conducted amongst 70 trafficked victims who were purposively sampled through the snowballing technique. The study relied on both secondary and primary sources of data, with In-depth Interviews as the primary method of data collection. The study adopted a mixed approach of data analysis as secondary data were analyzed with descriptive statistics, while it relied on the content and thematic analysis for primary data. Findings from the study revealed that more women are trafficked than men and mostly younger women between the ages of 14 to 35 are most vulnerable to trafficking largely as a result of economic hardship, quest to travel abroad and search for employment opportunities. More so, victims were trafficked into sexual exploitation, slavery and prostitution across cities in Nigeria and overseas. More specifically, with regards to the lived experiences of victims, the themes that emanated from the study include abuse, objectification and disempowerment of victims by their traffickers and clients as well as predominance of substance abuse amongst victims. In concluding, the study posits that the structural socio-economic conditions such as economic hardship that creates the enabling environment for human trafficking to thrive in Imo state should be addressed by the relevant authorities while the need for victims’ to be rehabilitated and reintegrated into normal functioning should be ensured to avoid relapse and possibly re-trafficking. Abstract: This study assessed the level and prevalence of political alienation among the operators of informal enterprises in the five states of South-East Nigeria. The instrument for the study was adapted from American National Election Studies (ANES) and was used in testing for the respondents’ distrust or otherwise of state personnel and institutions. A descriptive statistical method employing percentage distribution and weighted mean score was used in determining the prevalence and level of political alienation among the respondents. The study was guided by institutional theory in establishing the role of non-market factors in determining economic behaviour. The findings revealed high prevalence of political distrust among the respondents. A weighted grand mean of 4.2 on a scale of 5 was recorded in political distrust, with lack of trust on state personnel being the dimension that predominantly impacts on the respondents. We argued that the proliferation and dominance of informal enterprises in South-east Nigeria is rooted on the high degree of political alienation among the populace. The study supports the postulation that running an informal enterprise may not only be an economic necessity and a survival mechanism but can also be a form of withdrawal and resistance to the state among politically alienated individuals or groups. Abstract: The study examined the socio-cultural determinants of electronic banking adoption in Owerri, Imo State.  The cross-sectional research design was deployed with a sample size of 400 respondents. To elicit data, copies of questionnaire were administered amongst 400 respondents; in addition to focus group discussions (FGDs) in selected communities - Umunneato, Nnarambia, Emekuku, Ihiagwa, Owerri municipal and Nwaorieubi communities of Owerri senatorial zone. Data were analyzed using descriptive statistics and the thematic analysis approach. Findings revealed that most people in the study areas utilized electronic banking services. The most used electronic banking platforms are the Automated Teller Machine (ATM), mobile banking and Point of Sale(POS) terminals, while the least used is the internet/online banking. The study also, identified preference for traditional banking systems, preference for cash transactions, and general lack of confidence in the banking sector as socio-cultural factors influencing the adoption of electronic banking. The study concluded that both the traditional and conventional electronic modes of banking should be complementary to each other rather than opposites, as both co-exist and collectively serve the banking needs of the people. The study, recommended the need for the banking sector to integrate elements of traditional banking in electronic banking systems to enhance its adoption, as well as increased sensitization of the populace on the benefits of electronic banking. Abstract: This research examines the nature of development planning and policy implementation in Nigeria. It tried to ascertain the prevailing conflicts, constraints and mode of policy implementation in different development plans in Nigeria starting from the 1946 pre-independence development plans in Nigeria. The different stages of national development planning in Nigeria were equally revealed to assert the level of success and failure. Triangularly approach was adopted and two theories were used, the economic based theory and public choice theory to evaluate the interplay between planning process, development planning formulation and implementation processes. The methodology used were both the primary and the secondary method of data collection that gathered information from interviews with government officials and material sources from the textbooks, and other published academic papers. Various mode of policy implementation and the causes of its tardy results were looked into. Major problems that pose as constraints to the processes were identified as Nigerias value system, ethnic rivalry, systemic corruption, military interventions, political leaders influence on policy plans, the administrative executors/implementers, flaws etc. Findings show that development planning policy formulation is not participatory, projects are not sited appropriately, ethnicity play negative role in project sitting and resource allocation, corruption and misappropriation of fund are impediments, unskilled personnel contributed to the haphazard implementations, etc. Hence recommendations are proffered, amongst them are; functional democracy, political and economic restructuring that will address ethnic problems, Nigeria should stop sharing economy and resort to taxation based economy, etc. ideally, these steps will improve the outcome of subsequent development plans and the implementation process in Nigeria. Abstract: Barter was a clumsy medium of exchange, cumbersome and dependent on a double coincidence of wants. The exit of the barter economy was quick as money emerged as a measure of value and the new medium of exchange. In a pool, control and management of flows become achievable. The goal of Financial Inclusion (FI) is to gather these monies in such an organized pool whereby monetary policy can target and influence its expansion (or contraction) with a view to achieving the nominated goals of economic growth, price level stability, and stable employment level. Previous efforts targeted at FI by the authorities in Nigeria include the rural banking scheme 1979, the Peoples Bank, 1989, Community Banks, 1990s and Microfinance Banks, 2005 with Family Economic Advancement Programme (FEAP), ACGSF and NERFUND (National Economic Reconstruction Fund) in between. The non-interest banking (Islamic Banking), the Cashless Policy, the Electronic Payment System and E-banking emergence are the recent introductions. This study examines the nexus between a decade of FI efforts and the attainment of monetary policy targets. The OLS estimation method was used for multiple regression analysis. Broad access and usage measures for FI such as the number of banks branches, the number of ATM outlets, POS utilization, MFB savings, and MFB loans were used as the FI measures. Monetary policy targets employed are Gross Domestic Product (GDP) to proxy economic growth; Consumer Price Index (CPI) or inflation for price level stability and the Unemployment rate to proxy the employment level stability. Each monetary policy target proxy was regressed on the listed FI measures to ascertain possible relationships. The data was sourced from CBN statistical bulletins of various issues and NBS. The period covered is 2007-2016. The study finds that a significant relationship exists between FI variables of MFB savings, MFB loans, Number of Branches and POS utilization and monetary policy target of price level stability (Inflation). Study finds no relationship between these FI measures and the other monetary policy targets of economic growth (GDP) and unemployment. The study concludes that efforts on FI are still shallow in outreach and recommends an intensification of campaigns on financial literacy, consumer education and protection to curb apathy and improve the culture of savings. Abstract: The study investigated the contributions of level of education and incentives to the attitude of nurses towards the implementation of nursing process. Two hypotheses were postulated and tested. One hundred and twenty participants were employed through simple random sampling. A self-structured Likert Scale questionnaire was used as an instrument for data collection. Questionnaires were distributed to the participants after introduction and establishment of rapport, and filled under the supervision of the researcher. A cross-sectional survey design and statistics of 2 x 2 analysis of variance were employed in the study. Data was tested at .05 level of significance. Findings of the study indicated that nurses with high education scored higher than the colleagues with basic nursing education at 0 .038 level of significance. Findings also revealed that nurses on the higher incentive cadre scored slightly higher than their colleagues on the lower incentive cadre at 0 .921 level of significance. Abstract: The main aim of this study was to assess the utilization level of facilities for teaching and learning of metalwork in vocational technical colleges in Rivers State, Nigeria. Three research questions were formulated to guide the study: Survey research design was adopted in conducting the study. The studys sample contained 42 metal-work teachers and 78 metal-work students, for a total population of 120 respondents. A questionnaire based on four point scale was used as the data collection instrument. The analysis was done using percentages, mean scores and standard derivations. It was found that the facilities in the workshop were not effectively utilized for teaching and learning. Instructional materials like, audiocassette tapes, videos, slides, and film strips were not utilized for teaching and learning and teachers lack skill for improvisation. It was recommended that (a) facilities like obsolete machines and equipment be replaced and properly maintained through adequate funding (b) institutions training technical teachers should include courses on improvisation in specific trade areas as a mandatory requirement for graduation. Abstract: Single parenting and performance of female employees is a research conducted to evaluate the relationship between single parenthood and job performance of single-parent female employees. The basic variables of the research were productivity, commitment, absenteeism and punctuality, from which the specific objectives of the study were derived. In the methodology, 330 respondents were sampled with questionnaire from seventy-eight business firms in Ikeja, Lagos State. While the probabilistic simple random sampling was used to draw the sample from the population of single-parent female employees, non-probability judgmental technique was used to select the seventy-eight organizations based on their possession of single-parent female employees in their workforce. The data were analyzed using the version 20 of the SPSS software for multiple correlations and analysis of variance. The results were that single parenting incidence had a strong but negative relationship with employee commitment (r= - 0.710), employee, punctuality (r= - 0.841), employee productivity (r= - 0.591) and a strong positive relationship with employee absenteeism (r = +0.629). The coefficient of multiple determination, R = 0.70 and adjusted R2 = 0.468 showed that about 46.8% variations in the dependent variables could be accounted for by single parenting. The analysis of variance yielded a Fischer’s Ratio of F = 41.200 which was highly significant at the 5% levels leading to the rejection of the null hypotheses of the study. Abstract: This study examined the influence of motivation on staff performance in Rivers state civil service. Two hypotheses were formulated and analysedusing Z test of mean. The population for the study consisted of 10 ministries sampled out of 22 ministries in the civil service. Questionnaire was formulated based on Liker scale of strongly agreed (SA) agreed (A) undecided (UD) strongly disagreed (SD) and disagreed (D). To complement the data gotten from the questionnaire, oral interview and observational techniques as well as library methods were used as sources of data collection. 1000 copies of the questionnaire were administered across the respondents. Above all, 816 copies were properly filled and returned. It was discovered in the study that the civil servant will perform better when the satisfaction he derives from doing so outweighs the discomfort and sacrifice involved. Hence, the study concludes with the recommendation that government should try to nurture motivational factors in order to promote conditions that enable the performance of staff in the civil service. Abstract: A lot of African countries, including Nigeria, have expanded their educational systems and, in addition, introduced universal primary education. Given their limited financial and other resources, however, this lightening of access to almost every level of the education system has led to perceptible drop in the quality of education offered in educational institutions. This paper addresses the issue of quality in education and spells out the obligations of the school to the local community. It then considers the importance of establishing effective links between the school and community, and the benefits to schools of involving the local communities in school affairs. Also highlighted here are the roles of some local communities in Nigeria towards enhancing the quality of secondary school education. Nonetheless challenges to teachers and educational administrators of involving community members in school affairs, as well as some implications of such involvement for educational planning are also considered.
