1 Title: PROBLEMS OF FLOODING IN IMO STATE NIGERIA.pdf

Abstract: Flooding is a threat to human life and physical infrastructure including residential accommodation, commercial and industrial properties, roads, rail lines, bridges etc. due to the seriousness of the threat posed in Nigeria, the National Policy on Environment (1998) devoted a section of the document to it. Flood has been an old time disaster that had plagued man and his environment in the world at large. In the recent past, most parts of the states in Nigeria had witnessed flood especially during high rainfall frequency and intensity. The aim of this paper is to investigate the natural and human causes responsible for flooding in Imo State, Nigeria. Using questionnaire, the data for the study were analyzed. The results reveal heavy and prolonged rainfall, the houses built on the flood plain were submerged and farmlands were damaged, sitting due to water-borne erosion, resulting to the drains carrying large amounts of sediments which are deposited in the river channels, making the channel beds shallower and thus reducing channel capacity, population pressure and degree of urbanization, etc. The paper recommended sanctions and laws on urban land use to be made effective to protect the stream channels and drainage systems, the relevance and applicability of Sustainable Urban Drainage Systems (SUDS) designed to replicate natural systems that use cost effective solutions with low environmental impact to drain away dirty and surface run-off. Abstract: The pursuit of security, technological advancement and economic growth submerges in robust application of innovative, scientific and social discoveries through research. But in Nigeria, like in other developing economies, poor attitude and a disconnection between academic research findings and policy makers seems to becloud efforts germane to development. Situations that researchers dissipate scarce resources and energy in rigorous research only for the findings to be abandoned in the shelf are disastrous.  The challenges to research utilisation are manifest in the lack of capacity and the willingness of some policy makers to use research, the communication gap between researchers, donors and policymakers, the management of the political process of policy formulation and implementation of research findings, limited research funding and resistance to change. Theoretically, the strands of planned behaviour theory are very descriptive of the essence of this paper.  Against this ambiance, capacity building, packaging of research findings, targeted research, improved communication and dialogue, re-orientation of policy makers are expedient strategies. Abstract: This research work is geared towards the two schools that emerged from epistemology in search of sources in which humans can gain authentic knowledge. The two schools are Rationalism and Empiricism.  In the quest to investigate the possible means one can possess knowledge, resulted to heterogeneous viewpoints. The Rationalism school generates their premises in two ways; the first argument was that, knowledge from reason excels the information that sense experience furnishes us with. While the second argument deals on how reason forms additional information about the universe we find ourselves.  The Empiricism on the other hand, adopted sense experience as the only source of knowledge. This work is embarked to expose the debate between the two schools and to conspicuously unveil their shortcomings. And to reconcile the long hydra headed issue that exist between rationalism and empiricism over preponderant (superiority).  The finding is that; one can gain knowledge through sense experience and by use of reason. The recommendation of this work is; there is no absolute rationalism and absolute empiricism. The empiricists make use of reason in their argument.  Both sense experience and reason are needed to get at certain knowledge, and none of them is indispensible in terms of error. View

Abstract: The pension fund accounting and information quality literature is vast, considerably smaller but still comprehensive in the part of the financial informational quality literature that revolves around pension fund accounting. The aim of this study is to empirically fund income measurement on book value in Nigeria. Time series data from 2000-2016 were collected from central bank of Nigeria and National Bureau of statistics. Ordinary least square regression, unit root test, cointegration and error correction model were used in analyzing the data with the aid of e-view version 10. the econometric results indicate that fund income measurement has a significant effect on book value; explaining about 75.2% of to variation in book value, fund income measurement were found to have significant effect on book value. The study therefore conclude that there exist a significant positive effect of fund income measurement on book value and recommends that There is need to streamline and strength accounting information quality requirements, harmonize regulatory arrangements and codify them as separate law. This will assist to minimize inconsistencies in the provision of company’s regulations with regard to financial reporting quality, remove a situation where several bodies review and approve financial statements before they are published and curtail differences in assessment (by the relevant bodies/of the quality of financial statements. Besides, there is the need to strengthen the capacity of the regulatory bodies in order to ensure that their statutory provisions are adequately enforced. Abstract: The debate on the standard of education in Nigeria has been a long and protracted one. While, some persons feel that the standard has not changed, instead it has improved; others claim that the standard has had a free fall. Among the factors pointed out as responsible for this fall in academic standard are the frequent disruptions of academic calendar due to perennial industrial actions by Academic Staff Union of Universities (ASUU). This study, therefore, was aimed at exploring the effects of ASUU industrial actions on the standard of education in Nigeria. Using content analysis, in its examination, the work concluded that there is no way a country can put its universities under lock and key for three (or more) out of the nine months an academic session lasts and still expect to turn out quality academic products. The study, therefore, advocates for alternative means of expressing staff grievances without resorting to industrial actions.   View

Abstract: It was a common phenomenon in literature to classify societies without centralized systems of administration as ‘stateless’ societies as if centralization of administration was synonymous with good governance and vice-versa. Okunland unlike their counterparts in other parts of Yoruba land was an area almost void of any form of centralized administration or any formal education. In view of this, where then lies the strength of their socio-political organization? This is what the paper tries to unravel. The study discovered that the family (and by extension, the extended family) formed the basic socio-political unit that played very vital role in local administration. It was where the maintenance of law and order, settling of disputes and justice started. The home was also the foundation, the bedrock of the indigenous education. This education that was value oriented, transmitted the culture, values, religions and occupational activities to the younger generations, thereby preparing and equipping them with skills appropriate for their societal roles. The synergy between the indigenous education system and the family resulted in an effective system of administration that continued to negotiate peace, harmony and development giving stability to Okunland in pre-colonial days. Abstract: The study investigated the Demographic factors responsible for Underachievement among Undergraduate Engineering students in South-South Federal Universities. The research design for this study was ex-post factor research design. The population of the study was 1,155 underachievers from year 2 to 5 in south-south federal universities. A sample size of 631 was used for the study. Three instruments were used for data collection; they are the Demographic Inventory (DI), the Standard Progressive Matrix (SPM) and the General Engineering Mathematics Underachievement Test (GEMUT) to measure underachievement in engineering mathematics. The reliability of these instruments was tested on 20 respondents using the Cronbach alpha method of internal consistency. The reliability indexes are 0.60, and 0.55 respectively for General Engineering Mathematics Underachievement Test (GEMUT) and Standard Progressive Matrix (SPM). Three research questions as well as three corresponding null hypotheses were formulated to guide this study. The data collected were analysed with t-test and One-way ANOVA. On the other hand, the null hypotheses were tested with t-test and one-way ANOVA associated with regression statistics.  Findings revealed that federal institutions of study significantly influence underachievement, while gender and departments of study do not relate to underachievement. Based on the findings the researcher recommended that the government/non-governmental organizations have a major role to play in this issue of underachievement. They should ensure that they provide and supervise the utilization of funds in the federal institutions. View

Abstract: This article provides a backdrop to the perception of collective bargaining as it relates to health workers’ productivity in selected health sector in Rivers State. Furthermore, it suggested a wide-ranging approach to collective bargaining support on existing proofs. In real meaning, it pleaded the cause exited from better issues’ being the focal points of collective bargaining, in the light of other contending issues like, infrastructure, capacity building and quality assurance. It negates the viewpoints that prioritize definite personality interests at the expense of other issues that are in fact militating against the sustainability of Nigeria’s health care sector productivity. Abstract: The study investigates mycotoxins-producing fungi species associated with suya meat sold in Port-Harcourt Metropolis and the Mycotoxins associated with these species. Three (3) different types of ready-to-eat meat (suya) (Balangu, Tsire, and Kilishi) were sampled, collected at four (4) locations in Port-Harcourt, Rivers State, Nigeria. The areas are Trans-Amadi, Diobu, GRA, and Borokiri. In a preliminary studies, a totaJ of eight (8) fungi species were isolated from twelve (12) samples of suya collected from these areas mentioned, they are Aspergillus niger; Aspergillus flavus; Penicillium sp.; Rhizopus stolonifer; Candida sp.; Fusarium sp.; Alternaria sp.; and Mucor sp. The identification of mycotoxins was done by ELISA method, lateral flow kits obtained from Bio-Check, UK, was used, ten (10) mycotoxins were identified, they are Citrinin; Patulin; Ochratoxin A; Fumonisin B1, Moniliformin; Deoxynivalenol (DON); Zearalenone (ZEA); T-2 toxin; Aflatoxin B1; Aflatoxin G1; and Aflatoxin M1. With the result obtained means suya meat sold in Port-Harcourt Metropolis requires thorough investigation by health authorities because of the spices used and exposure of the product to pathogenic microorganisms, also more research work is required. Abstract: Government play a crucial role in providing public infrastructure to improve the quality of life her citizenry and to promote sustainable economic growth and development. The objective of this paper is to examine the mediating effect of governance on public infrastructure expenditure – infant mortality nexus, using quarterly series data. The data were sourced from the Central Bank Statistical Bulletin, National Bureau of Statistics and World Bank data bank. The data were subjected to stationarity test using the Philip-Perion (PP) test and the result shows that all the variables were stationary at first difference exception of voice and accountability which is stationary at level. Both Johansen Cointegration and autoregressive distributed lag model techniques were used in analysing the data. The results of the data analysed show that there is a long-run relationship between infant mortality and its determinants. An inverse and significant relationship exist between infant mortality and public infrastructure expenditure, but when governance indicators were introduced it mediates the public infrastructure expenditure – infant mortality nexus by reducing its coefficients. Thus, the paper concludes that governance inhibits improvement in infant mortality via its effect on public infrastructure expenditure. The paper recommends that expenditure on public infrastructure should be increased through the award of scholarship, free antennal and postnatal care and death sentence for corrupt leaders. Abstract: A fundamental challenge faced by succeeding governments and people of Nigeria since the turn of the century and particularly since the enthronement of democratic government in 1999 is insecurity occasioned by the activities of the Boko Haram insurgents. Insurgency and acts of terrorism in Nigeria since the last decade has seemingly defied all efforts to end the enormous loss of lives and destruction of properties by succeeding governments including the Buhari administration. Using qualitative research design, this paper looks at the activities of Boko Haram in the last years with a view to highlighting the problems faced by the Buhari administration in tackling the Boko Haram menace. It argues that though the government has increased military operations against the insurgents; the root causes of the Boko Haram insurgency have not been fully addressed. As part of conclusion, it is recommended that the government needs to improve the economy situation, provide jobs and infrastructures that will cater for the teeming youths of the northeast which will make joining the Boko Haram sect less attractive. Abstract: The main objective of the study was to examine management of entrepreneurship programmes in the University for sustainable Development. The study adopted a descriptive and survey design and was guided by three research questions and three null hypotheses. A sample of 121 lecturers was drawn from selected departments from three Universities-namely, University of Port Harcourt, Rivers State University and Ignatius Ajuru University of Education was drawn from a total population of 2,422. The data collected from the respondents through a questionnaire titled managing entrepreneurship programmes for sustainable development in Universities (MEPSDURSN) was the instrument used for data collection. Mean scores and standard deviation were used to analyze the research questions, while t-test was used to test the hypotheses at 0.05 Alpha level of significance. Summary of findings revealed that (1) Male and female lecturers of University agreed on the ways entrepreneurship programme be managed for sustainable development in Nigeria Universities in Rivers State. (2)Male and female lecturers of University agreed that student’s participation can enhance a successful entrepreneurship programme for sustainable development in Nigerian Universities. (3) Male and female lecturers of University agreed on the factors that militate against effective entrepreneurship programme for sustainable. Based on the findings, recommendations were made which include; Experts in various field of discipline be employed; every undergraduate student should be practically involved in the programme; adequate funds be made available by both government(s) and the institution. There should be proper monitoring and supervision of the programme in the light of SWOT, work -school programme be introduced and motivate participated schools. Abstract: Employee performance has been an issue in education. The seeming decline in student’s performance makes it more worrisome. As teachers or employees are employed, there seems to be no strategic plan on further training and retraining them on the job. This study therefore sought to find out the impact of training and retraining on teachers/employees performance in Rivers State. It is a survey research. A 20 item questionnaire designed by the researcher was used to collect data from the respondents. A sample of 256 teachers in secondary schools was used. Questionnaire was distributed by the help of two trained research assistants. Results showed that training and retraining enhanced performance to a great extent. It also revealed that the perception of male (3.30) and female (2.94) differed on the impact of training of employees’ performance in Rivers public schools. It was included that employees both academic and none academic need to be trained and retrained regularly in order to enhance their performance on the job. View

Abstract: The educational sector is a system with sub-systems and supra-system. The tertiary institution is a system with various faculties as it’s sub-system various department as it’s sub sub-system and the external environment such as the government as its supra-system. Since a system is inter-related and inter-dependent, whatever affects the government as the supra-system will definitely affect the tertiary institution as a system. The moment an economy is hit by depression, that same depression will flow down to the tertiary institution. However our educational sector has been seriously underfunded even before depression hit the nation. The problem of underfunding of education is not synonymous with depression in Nigeria, it is an age long challenge. Therefore the government on its part must as a matter of urgency begin to review its budgetary allocation for education upward with the knowledge that education, brings about national development. The government should work towards the implementation of the UNESCO recommended 26%; the institutions on their parts should make a deliberate effort of maximizing funds allocated to them; and a regulatory body should be set up by the school authorities for checks and balances.     View
