Author: Reuben Ndubuisi
Abstract: This study investigated attitude of married and unmarried adults toward use of contraceptives in Ogba/ Ndoni / Egbema Local Government Area of Rivers State. Four research questions and four corresponding hypotheses guided the study. Descriptive survey design was adopted for the study. The population comprised all married and unmarried adults in the research area. A sample size of 912 respondents was drawn from the population using stratified random sampling technique. One instrument named "Contraceptive Use of Inventory" (CUI) and was used for data collection. Mean and standard deviation were used to answer the research questions while independent t-test was used to test the hypotheses at .05 level of significance. Married adults have more positive attitude towards the use of contraceptives than unmarried adults; highly educated (N.C.E and above) married and unmarried adults have more positive attitude towards the use of contraceptives than the lowly educated ones; young married and unmarried adults (20-40 years) have more positive attitude towards the use of contraceptives than the old ones; married and unmarried female adults have more positive attitude towards the use of contraceptives than married and unmarried male adults. Medical practitioners in various hospital and clinics in ONELGA should help educate their patients on the advantages of contraception. 5 Title: THE ROLE OF FORENSIC ACOUNTANT IN BANKRUPTCY PROCEEDINGS THE NIGERIA EXPERIENCE.pdf
Author: Akpaja Oziofu Oluwatosin & Emma I. Okoye
Abstract: It has been said that forensic accountants operate in a world of mystery, intrigue, and excitement, while still utilizing core accounting skills. Their work-which can be thought of as a technical puzzle that is filled with numbers and that sometimes requires a reconstruction of the pieces-fluctuates between calm periods of routine tasks and unpredictable shifts into "emergency mode" in order to meet an attorneys quickly approaching deadline. The role of a forensic accountant under contemporary conditions no doubt is very important because they help lawyers, courts, the police, regulatory bodies and other institutions in investigating and documenting frauds. The increasing occurrence of fraud in modern day business environment requires the services of forensic accountants to unearth fraudulent activities within and outside an organization. The importance of forensic accounting cannot be underestimated as a result of global persistent perpetration of fraud in organizations. This indeed has made researchers and management of companies to look into other means of tackling and reducing the menace of fraud. View

Author: Hellen Sokari A-Okujagu PhD. & Irene Uzezi Berezi PhD.
Abstract: The administration of primary education has witnessed series of guiding principles since from the Seventies. The administrative hierarchy of the primary school has in many ways permitted a smooth channel flow in the structure for effective communication and administration. Staff qualification which was stipulated on minimum basis has improved from TC11 & 1 to NCE, and first degree. However, with the new policy structure, and complicated system of learning compared to exposure to new technology, the child and his teacher requires a revisiting of the administrative structure for an attainment of specific objectives. This paper therefore explores the administrative structure of the university staff demonstration primary school, their teachers’ qualifications and responsibilities. The paper suggests a replication of the requirement for a stable administration in the staff primary schools to public schools for the smooth attainment of educational goals and objectives of primary education and the sure preparation of the child for higher education Key words: Administration, Organisation, Structure. Author: Ven V.O.A. Elleh
Abstract: The Nigerian society is experiencing a lot of violence and high crime rate which may be attributed to Religion. Nigeria has attracted international attention for the criminal activities that emanate from Religious fanaticism. In the country, the most conspicuous crisis any time any where Ethno Religious Crisis. The problem of Religious superiority is the anchor base of conflict in Nigeria. The country has lost confidence in her children, we live in fear of one another. We suspect one another and no one is sure of what will happen in the next moment of the day as human beings, man to man has become so unjust, you don’t know whom to trust, even as brothers of the same father. We are all aware that the Religious conflict we suffer always is usually between the two brothers with the two major Religions of the world Christianity and Islam. “Somebody once asked me why is it that Muslims and Christians are always fighting” it is this question that prompted me to have an indebt look at these two religions, to see if I can trace the original source or the cause of this crises. For I know that, there is a time for crises and a time for peace. I know that fighting can be forgiven and forgotten but only scar that cannot be forgotten. Therefore, what is this issue that cannot be resolved for us to have a peaceful and cordial co-existence? How long shall we continue to exist in fear or suspicion of one another? When it is on record that Abraham is the father of Isaac and Ishmael. Yes they however, they are half-brothers of the same blood, what then is this problem that have resulted to this “ENDLESS RELIGIOUS CRISIS”, which has become a “Generational  Crisis”, this is also the issue that  brought  these two Religions, which i captioned, “ONE GOD TWO RELIGION, for anybody to think that, the two religions  worship different God’s will be a misconception of knowledge: how will two brothers of one blood have two Gods, whom is said to be the father of all Nations. A proper study into these two Religions using biblical historical method shows that they are offshoots of the Jewish traditional Religion, called “JUDAISM”, which is ascribed to ABRAHAM as the founder. 8 Title: MASTER PLAN FOR SUSTAINABLE PEACE AND DEVELOPMENT IN THE NIGER DELTA REGION OF NIGERIA.pdf
Author: Onuoha A. Onuoha, PhD. & Doris Ademe –Godwin, PhD.
Abstract: The heightening tensions and insecurity in the Niger Delta region of Nigeria have been linked to the cumulative negative impact of oil and gas exploration in the region. It is, therefore, imperative that a long-term conflict management policy framework be structured, installed and operated efficiently to forestall the negative consequences of volatile conditions of the region. In view of the foregoing, this paper articulates a fundamental immediate and long-term master plan that would address comprehensively the issues raised by stakeholders in the area. It stresses the twin action programme of participative development and institutional economic independence under an umbrella of a legal fabric that recognizes and guarantees rights, responsibilities, privileges and authority relations in such a manner that the deplorable condition of the region could possibly be ameliorated to a fairly reasonable degree without compromising the efficient operations and the profit objectives of both the multinational corporations and local firms that operate in the region. Additionally, the paper takes a critical look at the directives of the apex regulatory institution in the oil sector – the Nigerian National Petroleum Corporation (NNPC) – to the multinational oil companies to employ Nigerians and indigenes of host communities at top management levels as an operational strategy for reducing the density and spread of tensions in the region. 10 Title: THE IMPERATIVES OF SYNERGY IN TRADE UNION DYNAMICS IN NIGERIA A QUALITATIVE ANALYSIS.pdf
Author: Enyindah, Charles Wele PhD. & Nnaa, Bariagbara PhD.
Abstract: This paper examined the imperatives of synergy in trade union dynamics in Nigeria: A qualitative Analysis. It considered the pedigree of Nigerian Labour Congress (NLC) as the umbrella body that accommodates the other unions in Nigeria. It also x-rayed the historical backdrop of trade unions congress (TUC) in Nigeria. While the NLC addresses   issues of junior workers welfare and improvement of their working conditions. The TUC focuses on the improvement in the working conditions of senior staff of the affiliate trade unions in Nigeria. With disagreements in Nigeria Trade Unions particularly in the Nigeria Labour Congress came the emergence of the united labour congress (ULC).This brought about the fractionalization and dilution in the potency of the Nigerian Labour Congress. The infightings in the NLC have brought about the dilution of the NLC in Nigeria. The potency of trade unions lies in their strength, number, cohesion and   unity. It is the findings of this paper that the emergence of the united labour congress   has spillted and drastically reduced the dynamo and operational force of the Nigeria Labour Congress (NLC).The concomitant implication of this development has occasioned the drastic reduction in the bargaining power and collective potency and force of the once entitled: awesome and powerful Nigerian Labour Congress. This paper concludes that the altercations that gave birth to the new trade union (ULC) should be examined and there should be a trade- off among the key stakeholders in the trade unions in the junior workers categorization. The paper therefore recommended that concrete steps should be taken to fuse the NLC and ULC in Nigeria. This is imperative as it will culminate into cohesion, strength, force and enhancement in the bargaining power of the unions. This is cardinal as it is in the overall interest of the Nigerian workers in the face of monumental challenges from their divergent employers. It is also recommended that the interests of the key players in the unions should be taken into consideration and assiduous efforts should be made to ensure a trade- off amongst varied stakeholders. This will galvanize the synergy of the NLC and TUC in the continuous pursuit and drive for the enhancement and improvement of working conditions of the workers in Nigeria. 11 Title: THE IMPACT OF VALUE CHAIN DEVELOPMENT PROJECT ON RICE PRODUCTION AND PRODUCTIVITY IN ANAMBRA STATE NIGERIA.pdf
Author: Christopher C. Molokwu, Emmanuel N. Agwuncha & Michael Nwadhi
Abstract: Anambra State is one of the 6 states participating in the Value Chain Development Programme implemented by IFAD and FGN for 6 years in six participating states of Taraba, Ogun, Niger, Ebonyi, Benue and Anambra. The main objective of this study was to determine the impact of Value Chain Development Project on the productivity (Mt/Ha) and production (Mt) of rice in Nigeria during the 2017 cropping season. This study applied the random triangular subplot crop cutting methodology to estimate rice productivity and production in Anambra state; and estimated the “average treatment effect” using the Propensity Score Matching (PSM) evaluation technique to determine the impact of VCDP intervention on rice production and productivity in Anambra state. It also estimated the overall production level from VCDP farmers as a representation of the contribution of VCDP in Anambra State to national domestic rice supply in Nigeria. The sample size for the survey was based on stratified sample design and a sample of 63 farmers was selected for study. Field work was achieved using multi-visit interview techniques with the farmers and actual measurements on the farmers’ plots. The estimated mean age of the sample farmers was 46.8 years. The estimated yield from the sample was 5.8 Mt/Ha. The VCDP participating farmers obtained a yield of 6.17 Mt/Ha. The non-participant farmers obtained a yield rate of 5.03 Mt/Ha.  The rice yield of the participants was 23 percent higher than that of the non-participants. In Anambra State the rice productivity of VCDP farmers in the 2017 cropping season was 18.4 percent higher than that of 2016 cropping season and the productivity of VCDP participants in 2017 cropping season was higher than that of the non VCDP participants by 23 percent.  The month for planting rice in Anambra State is July. Transplanting of seedlings is the most popular method for planting rice in the state. Weeding and pest control on rice in Anambra State is by the use of agrochemicals. The major natural hazard during the cropping season was flood. Most of the VCDP farmers sourced their inputs and also sold their output in the open market. The use of credit facilities is low among the VCDP farmers. The estimated rice outputs of the VCDP participants and the non-participants farms were 10,433.47 and 8,505.73 Mt respectively. The difference between the participants’ production and that of the non-participants was 1927.74 Mt. The rice production of the participants was 23 percent higher than that of the non-participants. The VCDP intervention impacted positively in the productivity and production of rice in Anambra State. For each participant in the project the VCDP intervention caused the rice yield and output to increase (increment) by 1.53 Mt/Ha and 1.8 Mt respectively. These increments were additional to the average yields and outputs of the non-participants in the project. Efforts should be geared at stimulating youths to take up rice production as a means of livelihood and the VCDP should disseminate production strategies that would attract youths into rice production. The VCDP should capacitate the farmers on techniques of flood, pests and birds management. The VCDP should capacitate the farmers on the use of better and more reliable sources of inputs and disposal of output to guarantee high quality produce and improved farm income. The VCDP should build the capacity of the farmers to source credits from better dependable and reliable financial markets like the Bank of Agriculture and commercial banks. 14 Title: THE IMPORTANCE OF SOCIOEMOTIONAL FACTORS IN SALESFORCE TRAINING ON WORKER ATTITUDE IN THE NIGERIAN SATELLITE PAY TV MARKET.pdf
Author: Anyim Godfrey
Abstract: The rapid growth of the Nigerian economy has opened up consumer markets in ways that they had not been opened in the past. With these markets come new job classifications and the need to understand the ways in which the workplace impacts these workers. The Nigerian Pay TV market is in a state of constant growth and the competitive nature makes it essential that firms attract, train and retain top talent. The current study investigated the role of transformational leadership, emotional intelligence and knowledge sharing of trainers as influencers of worker attitude factors of job satisfaction and organizational commitment changes for salesforce workers (n=132). The study also investigated the impact of these relationships when self-efficacy of sales workers was tested as a mediating factor. The findings supported rejection of null hypotheses where transformational leadership, emotional intelligence and knowledge sharing does not predict job satisfaction (p=.000) or organizational commitment changes (p=.000). The findings also supported acceptance of the null hypotheses where self-efficacy mediated these relationships. Models where transformational leadership, emotional intelligence knowledge sharing and self-efficacy predicted job satisfaction and organizational commitment changes were significant, showing no mediation; however, these models also resulted in the independent variables explaining 37.5% and 35.4% of variance in the dependent variables, respectively. It is recommended that trainers focus on being transformational leaders, use emotional intelligence in training and effectively knowledge share so trained workers will have better work attitudes, therefore, be retained. Author: Adepoju Adebiyi Anthony & Irinyemi Ademola B.
Abstract: Many goods in admiralty actions have lost in time past, this is as a result in failure to take the right steps by the parties involved, for instance, failure to arrest a ship or cargo or freight (as a pre-trial and pre-judgement security for a successful action in enforcement of maritime claims because of ignorance on the part or the failure of counsel to realize the essence, implications and the roles of an action in ‘Rem’ in maritime claims and the difference between an action in ‘Rem’ and an action in ‘Personam’ or generally, enforcing the claims of litigants in admiralty matters, thus in Anchor Ltd. V. The Owners of the Ship Eleni, (1907–1979) INSC 42.  The procedure taken out for the arrest of a ship was held not to be open to the plaintiff since the action proceeded in ‘personam’ and judgement was obtained against the defendant personally.  However, this paper trace the history and origin of admiralty jurisdiction, classes of claims, distinguishes proprietary maritime claims from general maritime claims, actionable claims in maritime business, impact of Section 1 (i) (g) of Admiralty Jurisdiction Act 1991, Section 230, 1979 Constitution and Sections 249 – 252, 270 – 272 of Constitution of the Federal Republic of Nigeria 1999 (As amended) and Courts with jurisdiction in admiralty matters. 18 Title: NATURAL RESOURCE ENDOWNMEN AND NATIONAL DEVELOPMENT THE EXPERIENCE OF NIGERIA.pdf
Author: Tayloy Tamunosaki
Abstract: There are plethora of political economy literature analyses that attempt to identify the core reasons responsible for the development and or underdevelopment of different states and regions of the world. There appears to be two dominant questions which these studies attempt to provide answers to, These are; "how does a nations natural resource wealth affects its socio-economic development?" and "how does natural resource endowments contribute to political and social conflicts that leads to underdevelopment in countries that are so endowed?". This study is a continuation of the process of providing answers to these dominant questions with specific focus on Nigeria. In other words, it tends to discover the link between natural resource endowment in Nigeria and its socio-economic development. Using the Rentier State theory and the Resource Curse thesis, the study finds a robust link between Nigerias underdevelopment and its natural resource (crude oil) endowment. The study argues that this negative relationship which exists between natural resource endowment and national development in Nigeria is among other factors due to the "enclave" nature of the resource industry that leads to rent seeking (corruption) activities and stimulates "Dutch Disease", together with economic distortions in non-resource development. The paper thus concludes that the oil resource economy in Nigeria has done more harm than good to national development. The paper thus makes the following recommendations to reverse the ugly tide. That the government should embark on "state building". This is a product of engagement between the state and organized groups or citizens in their territory. Secondly, there must be a fiscal contract between citizens and the state with the former holding the latter accountable. Again the paper recommends that the Nigerian state release its capture on the environment and its natural resource endowments and make reversal laws and politics to return the control and exploitation of the environment to states in the country, among other recommendations. Author: Sunday Nsirimobi Ordu, PhD. & Owhonda, Nkechi Gift
Abstract: The study investigated blended learning as a quantitative technique for secondary education in rivers. The study employed two research questions and research hypotheses. The sample size consisted of 1,226 respondents represents 30% of the population of 4088 in 100 senior secondary schools in the Rivers East Senatorial District in Rivers state; the participants were also selected using stratified random sampling technique in the study.  Instrument for data collection was Blended Learning in Secondary School Questionnaire (BLSSQ). To validate the research instrument, the researcher presented the questionnaire items to two experts in the Department of Educational psychology, guidance and counseling, Faculty of Education in Ignatius Ajuru University of Education for scrutiny. A reliability coefficient index of 0.90 was obtained using pearson product moment correlation coefficient. The mean () and rank order level of significance for the Z-statistics at 0.05 level of significance for the hypothesis were used. The study revealed that the adoption of blended learning in secondary school by teachers’ will impart students and improve their academic performance. The reason is that many subjects are now documented in CDs and DVDs which can be played and replayed for better understanding and assimilation by students. The study recommended that, government at all levels and non-governmental organization should support the current trend in global education by providing CDs and DVDs in different subject to teachers and students for better learning process. This will enhance students’ academic performance as a result of regular play and replay of a particular topic and subject both in school and at home. View

Author: Augustine A.E., Kemebradikemor E., Anayochukwu R.N. & Oluwaseyi E. A.
Abstract: Banks serves as an indispensable part of the financial system, performing a crucial role in intermediation which results in a flow of financial resources in an economy. However, the recurring nature of fraud has hindered the effective performance of Deposit Money Banks (DMBs). The broad objective of this study was to examine the impact of fraud on DMBs in Nigeria. The study was driven by the positivist research philosophy. Hence, the study adopted a quantitative research design using the ex-post facto strategy. Data was sourced from the Nigeria Deposit Insurance Corporation (NDIC) annual reports covering the period of 2006 to 2016. The Ordinary Least Square (OLS) was used to predict the impact of fraud on DMBs after fulfilling major regression assumptions. It was revealed that total fraud amount was negative, although insignificantly affect the performance of DMBs; the number of reported cases significantly and positively affect the performance of DMBs and lastly it was discovered that the total staff involved also significantly and positively affect the performance of DMBs in Nigeria. Therefore, the study concluded that the impact of fraud in the banking sector affects the performance of DMBs in Nigeria. The regulation and supervision of DMBs should be stricter, that is, the CBN and NDIC should tighten their grip in regulating and supervising so as reduce the increasing fraud incidence.   Keywords: Fraud, Performance of DMBs, Fraud Triangle Theory, NDIC. 21 Title: INFRASTRUCTURE ECONOMIC GROWTH NEXUS THE ROLE OF GOVERNANCE IN NIGERIA.pdf
Author: Jebbin Maclean Felix & Tamaraduobo Thomas Akpabowei
Abstract: Infrastructure-economic growth nexus and its effect on human capital have been widely discussed by scholars. Much of the literatures on infrastructure dwelled mostly on the financing challenges (i.e. how to generate funds for infrastructure projects), neglecting the governance dimension. Thus, this paper seeks to investigate the mediating effect of governance on the impact of infrastructure provision on economic growth in Nigeria. Governance is proxy by government effectiveness, voice and accountability and corruption control. The autoregressive distributed lag model is adopted, given that the variables are integrated of order zero (0) and order one 1 (1). The data for the study covers a period of 28 years from 1990 to 2017. The results show that infrastructure (education, health and transportation) has positive effect on economic growth. Allowing for the indirect effect of infrastructure via interaction with governance, we discover that poor governance mediate the effect of infrastructure on economic growth. We therefore recommended improvement in the quality of governance in Nigeria as to strengthen the infrastructure- growth nexus. Keywords: Infrastructure, Governance and Economics Growth. View
22 Title: ECONOMIC AND DEVELOPMENT HISTORY IN THE NIGER DELTA REGION OF NIGERIA THE CASE OF THE NIGER DELTA DEVELOPMENT COMMISSION (NDDC)..pdf
Author: Ogbari C.C. Ama –Ogbari, PhD.
Abstract: The Niger Delta region is Nigeria’s greatest wetland and pyramidically located at the South-South geo-political confirnment of Nigeria. It is a region with great natural gas and oil wealth in its “bowel”. Ironically, this nature’s gift to the people has not benefited the inhabitants of this zone as expected. Several attempts have been made to lift out this area from underdevelopment and its people from the strangulation of cronic poverty and deprivation. These attempts, though good intentioned have failed to develop the region. The Niger Delta Development Commission (NDDC) which grow from the “ashes” of the defunt Oil Mineral Producing Area Development Commission (OMPADEC) came on board but it is also crippled by the same factors that had hitherto bedeviled the OMPADEC. It is therefore the essence of this paper to have a holistic examination of institution as an economic and development body in the economic history of the Niger Delta region of Nigeria. The paper adopts the historical and descriptive approach in its study and secondary sources are copiously consulted and utilized. View
