Author: MACALEX-ACHINULO, E.C., PhD.
Abstract: The main focus of this research was majorly to investigate the proliferation of hotels and to establish the relationship it has with the moral decadence in Owerri, Imo State. It examined the proliferation of Hotels and moral decadence in Owerri, Imo State and revealed the negative impacts and human character destruction the numerous hotels operations have caused the various communities within Owerri and its environs. The level of moral decay that have engulfed so many youths and destroyed so many families as well, was brought to the lime light. Even the rate of criminality that has resulted to kidnapping, human trafficking and murder were equally revealed. Triangulatory method was used and two theories were adopted, the metaphysics of Immanuel Kants moral theory and moral sense theory, to evaluate the dynamics between hotel management/business and moral decadence. The methodology adopted were primary and secondary method of data collections, that involved interviews and published academic materials. Hotel business and management were properly examined and prostituting women and young girls were also interviewed to know the causes of prostitution and the hospitality services consequences on moral behavior. Findings show that poverty is the major cause of most womens prostitution, coupled with the economic hardship in the state caused by administrative haphazard execution of the development plan which is very hash on the people. To this end, series of recommendations were made which include; Government ensuring adequate welfarism scheme, provision for social security, strengthening of security system, regulatory policy that will aid monitoring and control of Hotel management operations, enhanced industrialization, Anti-corruption agency fortification, Technological advancement, etc. Obviously, these preferments will ameliorate the rate of poverty and change the character and behavior of the people of Owerri in Imo State. 2 Title: THE DYNAMICS OF PREVAILING VALUES AND THE DILEMA OF THE POLICE AND POLICING IN NIGERIA.pdf
Author: OGEGE, SAMUEL OMADJOHWOEFE, PhD.
Abstract: The Police unarguably constitutes a very visible and powerful arm of the law enforcement institution statutorily protecting life and property in the society. Obviously, but sadly charged with the responsibility of maintaining peace and enough, condemnation has become the lot of the Police from the tongue of the public, owing to the fact that the policing process is with corruption, brutality, extra-judicial killings and general abuse of power. Unfortunately, holders of this opinion have shown interest only in the symptoms of ineffective policing while completely ignoring the causes of ineffective policing that are deeply rooted in the prevailing values of the Nigerian society. Rather than hastily blame the Police, this paper has delved into areas in which Police performance contrasts public expectations and posits that, what the Nigerian Police needs from the public is empathy and sympathy and not apathy because, the Nigerian public has no moral justification or authority too condemn the Police as it is responsible for the deterioration of the Police to its present state. Author: Nwinadum Gbenenee, PhD. & Elems Maduachi, PhD.
Abstract: This paper is on mental health and rule violation to the society. The study conceptualized on mental health and deviance through the sociological, biological and psychological dimension. All the theories agreed that deviant and mental health begins from childhood through old-age. This suggests a deviation from behaviour appropriate to the laws or norms and values of a particular society. This makes deviance and mental health to be relative, depending on the society and individual. This paper also suggests that mental health and deviance work hand in hand and it is only a mentally ill person that can violate the rules and regulation of a society. Key Words: Deviance, Mental Health, Mental Illness, Violation, Society, Psychological Dimension.   View
4 Title: WEBERIAN IDEAL BUREAUCRACY AND NATIONAL DEVELOPMENT IN NIGERIA’S FOURTH REPUBLIC AN ASSESSMENT.pdf
Author: S. S. AVIDIME, PhD.
Abstract: This paper discusses public bureaucracy and national development with specific focus on the fourth republic. Thus, the use of Max Weber ideal rational theory has lost its vigour, dynamism and interest because of criticisms that has trailed the role of the public bureaucracy and national development in Nigeria. This is exasperated by the inadequacies policies and programmes that are deliberately national development in Nigeria yet these development areas are still grossly unattractive to live in. This concern is insufferable disheartening because public bureaucracy exists in any society for the convenience of effective and efficient service delivery. The great and dire need for national development areas amidst abundant human and material resources in Nigeria has occasioned the great tendency to blame politicians for the poverty, underdevelopment, and colossal leadership tragedy that best describes the contemporary Nigerian society. This is because from military dictatorship to democratic governments all have conspired to reduce governance to the manipulation of public office to deceive and loot public funds for personal aggrandizement. 8 Title: HIVAIDS AND DEVELOPMENT INDICATORS IN WEST AND CENTRAL AFRICA STYLIZED FACTS.pdf
Author: RASAKI STEPHEN DAUDA
Abstract: West and Central Africa as a sub-region in Sub-Saharan Africa has 6.1 million HIV/AIDS infected persons, about 0.28 million AIDS-related deaths, 0.37 million new infections (the highest globally), around 2% prevalence among adults aged 15-49 years and approximately 0.55 million children aged 0-14 living with the virus. These figures are capable of undermining development indicators such as life expectancy, infant mortality rate, per capita income, nutrition, as well as education and health variables. This study examines the state of HIV/AIDS and development indicators in West and Central Africa, using stylized facts and literature review. The findings suggest that the burden of HIV/AIDS with respect to number of persons living with it, its prevalence, new infections and AIDS-related deaths appear relatively high in West and Central Africa while development indicators perform poorly. The study suggests that governments at all levels and other stakeholders in West and Central Africa should commit substantial resources to containing and hurting the spread of HIV/AIDS while treatment should cover all infected persons across the sub-region.  Key Words: HIV/AIDS, development indicators, West and Central Africa. 10 Title: SUSTAINABLE DEVELOPMENT GOALS AND CORPORATE SOCIAL RESPONSIBILITY IN RIVERS STATE.pdf
Author: TIMOTHY UBELEJIT NTE, PhD.
Abstract: The attainment of Sustainable Development Goals (SDG’s) has put to task the ingenuity of world leaders at the political and economic spheres. There is the high expectation that Oil and Gas Companies (OGC’s) would enhance the process through supportive Corporate Social Responsibility (CSR). This article explores the role of OGC’s like Nigeria Liquified Natural Gas (NLNG) Company in the attainment of SDG’s through the CSR in Rivers State using Bonny as case study. The General Assembly of the United nations, in the September 2015 summit, adopted the 2030 Agenda for Sustainable Development designed to carry everybody along. The Agenda has 17 goals including fundamental issues such as provision of good health, quality education, clean water, light, decent employment and eradication of poverty and hunger. The study is guided by the following research questions: (1) What is the nexus between SDG’s and CSR’s (2) In what ways can the CSR’s of OGC’s be a veritable vehicle to SDG’s (3) What are the practical demonstrations of CSR’s by OGC’s in their host communities. The study is predicated on the modernization theoretical framework. The quantitative research method wherein data was derived from primary and secondary sources was adopted. The study recommends that OGC’s should consciously embark on CSR’s that are people oriented and in line with SDG’s. Also, there should be clearly enshrined legislation to encourage robust and proactive CSR’s. The article concludes that the CSR’s of OGC’s in Rivers State could enhance the realization of SDG’s as exemplified by NLNG. These companies have embarked on some sustainable development project but it is grossly inadequate. This very low score card can be radically improved in line with the 2030 global vision. View

14 Title: THE HISTORICAL ORIGIN AND EVOLUTION OF NIGERIA POLICE FORCE A POLITICAL ECONOMY PERSPECTIVE.pdf
Author: Okechukwu S. Amadi, PhD. & Destiny Eze Agwanwo, PhD.
Abstract: This article examines the historical origin and evolution of the Nigeria Police Force within the context of political economy. It contends that the problems and challenges of the force which has the functions of crime prevention, protection of lives and property and the preservation of law and order cannot be meaningfully understood in isolation from the development of the Nigerian State. It argues that the Nigerian state, as a creation of colonial capitalism, not only imposes order through its agencies and institutions including the police but reproduces a particular form of social order which involves class biases and which differentially distributes opportunity, wealth and power between the different classes and groups in society. Thus, the article concludes that the police is simply an agency that deal in and dispense violence in protection of the interest of the state and the class that controls it, and recommends that the Nigeria Police Force deserves more urgent and effective structural and institutional reforms to be able to overcome its myriads of problems. 15 Title: SEXUAL HARASSMENT IN THE WORKPLACE IMPLICATIONS FOR A HUMAN RESOURCE MANAGER.pdf
Author: Ekang Anietie Etukakpan, PhD. & Ngozika A. Oleford, PhD.
Abstract: For the umpteenth time, I have asserted that sexual harassment is a despicable and a demeaning behaviour in any organization capable of portraying one in bad light and can drag ones reputation in the mud. This kind of demeaning, humiliating and mortifying behavior should find no place in modern workplace, yet it appears to be the order of day, though most have been unreported giving the false impression that it does not exist in these organizations. Every sexual harassment charge is extremely serious. You and your organization can be held liable for the conduct of your employees and non-employees who engage in sexual harassment, even where "victims" comply with unwelcome sexual advances. Realize also that sexual harassment knows no bounds men as well as women may be sexually harassed by the same or opposite sex, by members of management, co-worker, or non- employees. If the harasser is not a member of management, who can affect employment decisions and or benefits, the harassment constitutes a "hostile work environment", which can result in low productivity, depression, stress, absenteeism, etc. None of these contributes to organizations growth. To nip them in the bud, the human resource manager should do what we have suggested in this work, as anything to the contrary will be a remedy worse than a malady.   View
16 Title: AN APPRAISAL OF THE INTRA AND INTER GROUP RELATIONS AMONG THE IJOS OF NIGERIA.pdf
Author: OGBARI C.C. AMA-OGBARI, PhD.
Abstract: The Ijaws of the Niger Delta region of Nigeria is one of the oldest ethnic nationality in the West African sub-region. They are the fourth largest ethnic group that populates the coastal shore line of the Atlantic, the salt water and fresh water zones of the Niger Delta. The histories of the Ijaw are inundated with various postulations of their origin, their centuries of migrations, primary and secondary areas of settlements. It is also obvious that the Ijaws are broadly divided into the Western Ijaw, central Ijaw and Eastern Ijaw, and are further divided into clans and sub-clans. In all these, there remains a solid bond that intricately unites the Ijaw people. This paper examines these unifying factors and how they had continued to form a sense of brotherhood among the Ijaw people in intra and inter-group relations. Primary source was widely used and supplemented by multi-disciplinary (secondary) approach in this research. View
17 Title: INTERNATIONAL TRADE AND THE DEVELOPING COUNTRIES.pdf
Author: TAYLOR TAMUNOSAKI
Abstract: This research work is set out to investigate what determines and regulate the terms on which trade between countries is conducted in the global market place? We consider this question very important because if there are "gains from trade" to be had, the distribution of such gains between trading partners carries important implications for living standards and economic welfare within the participating countries. Leaning on the Marxist/Neo-Marxist frameworks of analysis of the dialectics of development and underdevelopment, we see international trade as fundamentally a zero sum or negative-sum game. That is, the expected profit of an actor in trade is the likely loss of another trade partner. From this premises, we argue that the advent of international capitalism with its individualism and exploitative mechanisms, enhanced by monetization of trade exchange system and integration of most developing countries into the orbit of international capitalism is what is substantially responsible for the backwardness of the developing countries. We observed that despite the application of Western prescription and taunted generosity of the "North", the development gap between the North (developed countries) and the South (developing countries) is widening and worsening. Furthermore, we found international trade process as more symmetrical to the origin and development of the neo-colonial states of the developing areas which were determined by the nature and structures of the colonizing countries rather than according to a concretely established philosophy or determination to get the developing countries out of lingering economic crisis. We thus found international trade as a form of entrapment for the developing countries through which the poor developing countries are dominated and exploited by the developed ones and a vicious circle of vulnerability of developing countries governments to outside parasitic economic maneuverings as does the lack of capacity for independence of socio-political, cultural and psychological thinking relative to concrete actions. We therefore reached an inevitable conclusion that unless it’s one arm banditry is understood, concretely discerned and checkmated, world trade will lead the developing world to "increased penury". To reverse this ugly situation, we recommend a technology driven economy, a commitment to allocate substantial public revenue into social and physical infrastructure that will promote investment, diversify export and embark on regional economic integrations, which will not only promote trade among third world countries but will also confer on them leverage on trade negotiation. 18 Title: SCHOOL TYPE GENDER AND DOMICILITY AS FACTORS AFFECTING ACADEMIC PERFORMANCE.pdf
Author: MBAEZE I.C., PhD.
Abstract: This study examined school type (public/Private), Gender (male/female) and domicility (urban/rural) as factors that could affect students’ academic performance. Three null hypotheses guided the study. Participants used for the study consist of 160 students from eight selected secondary schools from two different Local Government Areas (urban rural) in Anambra State. Participants were S.S. 2 students aged 15-19 years (mean age 17 years). Participants were selected through stratified random sampling technique. Based on the pilot study, participants that scored 60% and above were selected for the study. Test was both in English Language and Mathematics. Performance was based on their mean scores in both tests. The error scores were tested using a 2x2x2 factorial design and analyzed using a 3-way ANOVA. Result showed that public school students outperformed private school students (P<0.0 1). There was no significant difference in the performance of males and females (P>0. 05) and also that urban school students performed better than their rural counterparts (P<0.01). Result further showed that there was no interaction effect of school type and gender and school type and domicility. However, result showed an interaction effect of gender and domicility and also a joint interaction effect of the three variables. Result was discussed and recommendations were made based on the implications of the findings. View
